The zero-euro souvenir note program, administered by EuroSouvenir and launched commercially around 2015, was built on a legal quirk: zero-denomination instruments are not legal tender and therefore fall outside European Central Bank regulation, allowing private issuers to produce euro-format collectibles without authorization from national central banks. Oberthur Fiduciaire prints these to genuine banknote specification — same security paper, same intaglio process used on circulating issues — which is precisely the point.
Azulejos, the hand-painted tin-glazed ceramic tilework with roots in Moorish Iberia, became one of the more sought-after subjects in the Portuguese regional release subset of the program.
