EuroSouvenir notes are a French-dominated phenomenon — legal collector items produced under a scheme authorized by the Banque de France and the European Central Bank, technically denominated at zero to sidestep legal tender regulations while retaining genuine security printing. Oberthur Fiduciaire, one of the few remaining European security printers with deep roots in the banknote trade, produces them to specification rather than to any circulating standard — which means the paper and printing quality often exceed what the concept strictly demands.
The Palais des Papes in Avignon served as the seat of the papacy from 1309 to 1377, a consequence of French political pressure on the Holy See rather than any canonical relocation.
