The zero-euro souvenir note was a concept introduced by Richard Faille's company Specialists in European Collectables (SEPC) around 2015, licensed under an agreement with the European Central Bank that permits reproduction of euro-format notes provided they carry a face value of zero — eliminating any legal tender complications. Oberthur Fiduciaire, one of the major French security printers, produced this and the majority of the early souvenir issues.
The Arènes de Nîmes is among the best-preserved Roman amphitheatres in existence, still used today for bullfighting and concerts — a practical detail that made it an obvious early candidate for the tourist-oriented series.
