The zero euro souvenir note program, launched by the European Banknote Memory Organization in 2015, exploits an EU regulation permitting the issuance of legal tender denominated at face values that carry no practical monetary function. These notes are legal tender in theory, worthless in exchange in practice, and sold at a markup — typically €3 to €5 — directly to tourists at the site depicted. The Arènes de Nîmes, one of the best-preserved Roman amphitheatres still standing, makes an obvious candidate for the series.
