The zero euro souvenir note program was launched in 2015 by Richard Faille, a French entrepreneur who licensed the concept from the European Central Bank — which, remarkably, permits the denomination as long as the notes are sold above face value and clearly cannot circulate. Oberthur handles the bulk of the production run, printing these to the same security specification as genuine euro banknotes, including intaglio printing and a security thread. The Arènes de Nîmes edition follows dozens of French monument issues in the series.
The amphitheatre itself dates to roughly 70 AD, making it one of the best-preserved Roman arenas in the world — it still hosts bullfights and concerts today.
