The 0 Euro souvenir note program, administered through the EuroSouvenir network, has issued hundreds of regional tourist pieces since its launch around 2015 — each one printed by Oberthur Fiduciaire under strict production controls that mirror genuine currency specifications, including the same intaglio printing and security paper used on legitimate euro notes. The denomination is legally meaningless, but the print quality is not.
Oberthur's involvement matters: the Tours-based firm has printed banknotes for over a hundred countries, and they apply the same technical discipline here. Collectors have noted that some 0 Euro issues from popular Italian sites sell out within weeks of release, with the Arena di Verona piece among the faster-moving entries from the 2021 batch.
