Oberthur Fiduciaire produces these souvenir euros under license from the ECB, which granted formal approval for the Eurosouvenirs program in 2017 — a pragmatic concession to the tourist trade that had spent years selling unlicensed fantasy notes anyway. The notes are legal in the sense that they are officially sanctioned, but carry no face value and are not legal tender in any jurisdiction.
