Euro souvenir notes are a private collector product issued under license from the European Central Bank, which permits the "0 Euro" denomination precisely because no legal tender claim is made. Oberthur Fiduciaire prints the series using genuine banknote security features — including intaglio printing and a security thread — making these technically more sophisticated than many low-denomination circulating notes issued by smaller central banks.
The Aquarium de Saint-Malo edition appeared across the 2021–2022 window, a period when French tourist attractions leaned heavily into souvenir notes as a revenue stream during and immediately after pandemic-related closures.
