The 0 Euro souvenir note program, administered by EAECI under the EuroSouvenir brand, launched in 2015 as a legal-tender-adjacent collectible — technically valid currency under European law but issued at face value well above zero, usually €2–3, purely for the tourist trade. Oberthur Fiduciaire prints them at Rennes with the same security features applied to circulating euro banknotes, which is precisely the point: the production credentials are the product. The Aquarium de Saint-Malo release is one of hundreds of site-specific issues, each with a unique serial prefix tying it to that institution.
