EuroSouvenir notes — zero-denomination collector pieces issued under the Union Européenne des Émetteurs de Euros Souvenirs framework — are printed to full European Central Bank specification by licensed security printers, Oberthur Fiduciaire among them. They are legal to produce precisely because they carry no face value and therefore cannot circulate as currency. The program launched in 2015 and has since issued thousands of distinct regional and institutional designs across the continent.
