The EuroSouvenir programme — run under the Union Européenne des Établissements Universitaires framework — produces these zero-denomination notes as legal-format collector pieces, identical in size and construction to circulating euro banknotes but with no monetary value whatsoever. Oberthur Fiduciaire, one of the few security printers with the technical clearance to reproduce euro-spec paper and print quality, handles the entire run. The Biarritz Aquarium edition is one of hundreds of site-specific issues released since the programme expanded aggressively in the early 2010s.

Collectibility here depends entirely on print run figures, which UEEU does not consistently publish.
