The zero-euro souvenir note program launched in France in 2015, with Oberthur Fiduciaire producing the first run of tourist issues under an arrangement that gave participating attractions an officially styled banknote format without legal tender status. Marineland Antibes — western Europe's largest marine park — was among the inaugural wave of issuing venues. These notes were sold directly to visitors, never entered circulation in any monetary sense, and were designed from the outset as collectibles, which makes condition a non-issue and scarcity entirely a function of print run size rather than survival rate.
