The zero euro souvenir note program, administered by the Union Européenne des Jeunes Filatelistes under the Eurosouvenirs brand, launched in 2015 as a formally licensed scheme — Oberthur holds the exclusive printing contract, and each note carries a genuine EURion constellation and holographic strip precisely because the European Central Bank permitted their production on condition they be uncounterfeitable by casual means. They are legal in design, worthless by definition, and taxed as collectibles rather than currency.

Animal park-themed issues are among the highest-volume sellers in the series, which has made them paradoxically less interesting to serious collectors than the low-print-run municipal editions.
