The zero-euro souvenir note format was pioneered by Eurobillet S.A.S. after Philippe Jhuboo obtained authorization from the European Central Bank in 2015 — a surprisingly contentious approval, given that the ECB's mandate covers legal tender, not commemorative novelties. The ECB permitted it on the condition that no denomination implying monetary value be used, hence the zero. Oberthur Fiduciaire, one of the few security printers with genuine euro-series credentials, produces the notes to full euro security specifications including the watermark, UV-reactive ink, and the distinctive feel of genuine currency paper.
Collector demand has been strong enough that first print runs of individual tourist-site editions regularly sell out at point-of-sale, making certain early 2015–2016 releases genuinely difficult to locate.
