The EuroSouvenir program began in 2015 as a licensed collectible series — notes printed to legal-tender specifications by authorized security printers but assigned zero face value, making them technically neither currency nor counterfeit. Oberthur Fiduciaire, one of the few European firms with the security printing credentials to produce them credibly, has handled a substantial portion of the output.
This example commemorates the Adoration of the Shepherds — a subject with deep roots in Iberian devotional art, suggesting Portuguese or Spanish institutional sponsorship, though EuroSouvenir notes are issued through tourist and cultural venues rather than central banks. The precise issuing venue determines collector value far more than the printing quality does.
