The 0 euro souvenir note program was launched by the Académie du Patrimoine in 2015, with Oberthur Fiduciaire producing the notes to genuine banknote specifications — same paper, same security features, same production standards as circulating currency. The Centre des Monuments Nationaux adopted the format as a visitor retail product, and Mont-Saint-Michel was among the earliest and most commercially successful sites in the series.

This particular variant, featuring the reverse of Big Ben on its own reverse, was issued for the British tourist market — a deliberate cross-promotional design produced before the political awkwardness of that choice became apparent. Brexit negotiations were already underway in 2017.
