Centre des Monuments Nationaux has issued these commemorative zero-euro notes through Oberthur Fiduciaire since 2015, functioning essentially as collectible souvenirs sold at face sites — typically for three to five euros — with no legal tender status despite the "euro" denomination. The programme exploits the European Central Bank's tolerance for zero-denomination issues, which fall outside the regulations governing actual currency.
Cluny Abbey, suppressed during the Revolution and largely demolished for building materials between 1798 and the 1820s, survives today only in fragments. That destruction is what makes the site administratively interesting to CMN: the monument being commemorated is mostly absent.
