A Cupulatta is a tortoise and turtle conservation park near Vero in Corsica, home to one of the largest collections of chelonians in Europe. The 0 Euro souvenir note program, administered through licensed regional distributors, uses Oberthur's security printing infrastructure — the same house responsible for numerous African and francophone banknote contracts — to produce what are essentially legal-format collector pieces with no redemption value whatsoever. France's Banque de France tolerates the series precisely because the zero denomination removes any regulatory complication.
Oberthur prints these on genuine banknote paper with embedded security features, which is either charming or absurd depending on your position on the souvenir note phenomenon.
