The 0 Euro souvenir note program, administered by the Eurocollection network and printed by Oberthur Fiduciaire, has produced hundreds of regional and commemorative issues since its commercial launch around 2015. These are legal curiosities — struck to European Central Bank dimensional specifications and printed on genuine security paper with genuine intaglio techniques, but carrying no monetary value whatsoever and never intended for circulation. They exist entirely as collectibles, sold directly to the public through tourist outlets and cultural institutions.
