The 0 Euro souvenir note program, sanctioned by the ECB beginning around 2015, permits licensed private operators to issue legally denominated but non-spendable collector pieces printed to official euro security specifications. This example commemorates the 2e Division Blindée, the French armored division that famously entered Paris in August 1944 under General Philippe Leclerc de Hauteclocque — the only Free French formation given that honor by Eisenhower's direct order.
Oberthur Fiduciaire, the Rennes-based security printer with roots going back to the 19th century, produces the bulk of this souvenir series. The notes carry genuine intaglio printing and security threads, making them technically more sophisticated than many actual circulating issues from smaller nations.
