EuroSouvenir notes are collector-only issues with no legal tender status, produced under license from the European Central Bank as commemorative items sold at tourist sites and cultural institutions. This particular issue marks twenty years of euro banknotes in circulation — the physical currency launched on 1 January 2002, replacing twelve national currencies simultaneously in what remains the largest single cash changeover ever attempted. Oberthur Fiduciaire, the French security printer behind a significant share of actual euro production, handles the series, lending the pieces a degree of manufacturing authenticity that the zero-denomination status otherwise undercuts.
