The €0 souvenir note program launched in France around 2015 and quickly spread to tourist sites across Europe. This Fátima issue commemorates the centenary of the 1917 Marian apparitions, which drew an estimated 70,000 pilgrims to the Cova da Iria on 13 October of that year for what witnesses described as the "Miracle of the Sun." Oberthur Fiduciaire produced the note with genuine security features — including a holographic strip — despite its face value being legally zero.
MEPF (Musée Européen des Papiers et des Fiduciaires) administers the program; R. Faille's signature appears as CEO rather than as any monetary authority.
