The zero-euro souvenir note format was licensed by the European Central Bank and commercialized primarily through Euroscope beginning around 2015, allowing tourism operators and regional bodies to issue legal-format collector pieces without monetary value. Enschedé's involvement lends these otherwise novelty items genuine security printing credentials — the Haarlem firm has produced banknotes continuously since the early 18th century and prints for multiple sovereign issuers today.
Alexandra Metzen designed a substantial portion of the French regional zero-euro series. The watermark is the one security feature that separates these from outright reproductions.
