Villanueva de Alcardete is a small municipality in Toledo province, and like hundreds of Spanish towns during the Civil War, its ayuntamiento issued fractional emergency notes in 1937 to compensate for the near-total disappearance of metallic coinage from circulation. The Republican government's decree authorizing local authorities to produce these suplentes was widely interpreted, and the results varied enormously in quality — from professionally typeset cards to handwritten slips. Municipal issues from Toledo province tend toward the utilitarian end of that spectrum.
Survival rates for these local cartones are unpredictable; many were redeemed and pulped, others simply discarded once the war resolved their issuing authority out of existence.
