Les Borges Blanques is the capital of Les Garrigues comarca in Lleida province, and like hundreds of Catalan municipalities it issued its own fractional currency during the Civil War after the Republic's small change effectively vanished from circulation in 1936. These local emissions — collectibles known as "moneda de necessitat" — were authorised under a decree that briefly gave ayuntamientos the right to fill the vacuum left by hoarded coins.

The thick card stock was a deliberate choice, not a shortcoming: thin paper would have disintegrated within weeks under the volume of hand-to-hand exchange in a small market town.
