Chella is a small municipality in the Valencia region, and like hundreds of similar towns across Republican Spain in 1937, its local council was forced into emergency note production after metal coinage effectively vanished from circulation — hoarded, melted, or diverted to the war effort. These municipal fractional notes, known collectively as billetes locales, were produced under no central directive and with whatever materials were at hand, which accounts for the card stock construction here rather than conventional banknote paper.
The Garicano Monfort catalogue reference places this among the rarer Valencia provincial issues. Many Chella notes were redeemed locally and destroyed after the Republican zone collapsed in 1939, and surviving specimens frequently show edge wear consistent with heavy small-denomination use in a tight rural economy.
