Arsèguel is a tiny municipality in the Alt Urgell comarca of Catalonia, and like hundreds of similarly small Spanish towns it issued its own emergency paper money during the Civil War after the Republic's central authorities failed to maintain an adequate supply of small-change coinage. The Turró catalogue documents these local issues systematically, and #216 places Arsèguel among the more obscure emitters — a village whose entire wartime monetary output would fit comfortably in an envelope.
The thick card stock was a practical choice, common across Catalan municipal issues of the period, intended to extend the useful life of notes that would pass through very few hands before the war made them worthless anyway.
