Okrug Mostar was one of several regional administrative districts in Bosnia-Herzegovina that issued fractional emergency currency during the early 1990s as Yugoslavia's financial system collapsed and the National Bank of Yugoslavia lost effective control over cash distribution. These sub-dinar denominations filled an acute shortage of small change rather than serving any broader monetary function.
The stamp security feature is characteristic of locally authenticated scrip — applied to distinguish authorized notes from counterfeits, though the practical deterrent value at this denomination was negligible.
