County-level grain rationing in China operated through a layered bureaucracy — national quotas flowed down through provincial bureaus to county-level offices, each issuing their own scrip redeemable only within their jurisdiction. This half-kilogram stamp from Tangyin County's Grain Bureau is a product of that system in its final decade; national grain rationing was abolished in 1993, making issues from the late 1980s among the last of their kind.
