China's urban rationing system, established in the 1950s, persisted well into the reform era — Chengdu's district-level grain bureaus were still issuing commodity coupons for flour and cooking oil as late as the early 1990s, even as market liberalization was dismantling the state distribution network around them. This coupon was administered at the sub-municipal level, meaning Jinniu District managed its own allocation quotas independently of the city's central grain office.
National rationing was formally abolished in 1993. Coupons issued in the two years immediately before that cutoff were typically used hard and discarded, making survivors rarer than their urban counterparts from the 1970s.
