Grain ration stamps of this type were issued by municipal and county-level grain bureaus across China as part of the centrally administered rationing system that had been in place since the early 1950s. By 1991, that system was already being dismantled — market reforms introduced through the late 1980s had begun eroding the infrastructure of planned grain distribution, and Harbin, as a major industrial city in the northeast, was among the urban centers still managing the transition with localized coupon issues like this one.

The flour-specific denomination — rather than a generic grain coupon — reflects the dietary patterns of Heilongjiang, where wheat consumption outpaced rice. National rationing ended formally in 1993.
