Chinese county-level food rationing stamps of this type were administrative instruments rather than currency, issued by local grain bureaus operating under the national unified procurement and distribution system that remained in force until the early 1990s. Tangyin County, in the far north of Henan Province bordering Hebei, was an agricultural district with grain procurement quotas administered through exactly this kind of locally-printed coupon. The "fine grain" designation — distinguishing wheat flour and refined cereals from coarse grain allocations — mattered to recipients in ways that a single undifferentiated ration would not.
By 1987 the national ration system was already being quietly wound down in coastal cities, but inland Henan counties were still running it in full. This stamp likely had a short usable window before the bureau issued the next quarterly or seasonal series.
