Madagascar's wartime fractional notes of 1916 were an emergency response to a genuine coin shortage — small denomination metal currency had effectively vanished from circulation as the First World War disrupted French colonial supply chains. The French administration issued these quarter-franc cardboard-weight slips as a stopgap, a practice mirrored across multiple French colonial territories simultaneously.
The "and Dependencies" designation in the issuing authority reflects administrative responsibility over the Comoro Islands at the time. Surviving examples frequently show heavy wear along fold lines — these circulated hard among a population that had no alternative small change.
