The Goldnote series issued jointly by the Württembergische Handelskammern and the Vereinsbank in late 1923 was a direct response to hyperinflation rendering Reichsmark notes worthless faster than they could be printed. By denominating in Goldmark — a notional stable unit pegged to pre-war gold parity — these emergency notes attempted to offer merchants and workers something with predictable purchasing power when official currency had none.
The 0.21 Goldmark denomination is an oddity even within the notgeld world. It corresponds to roughly 1/100 of a pre-war gold Pfennig calculation used in regional wage settlements, suggesting this note was designed specifically to facilitate small industrial payroll transactions rather than general retail use.
