Melilla's municipal council issued fractional paper currency during the Spanish Civil War because the military uprising of July 1936 immediately severed normal coin supply lines to the enclave. With Melilla on the Nationalist side from the very first hours of the conflict — it was among the earliest territories seized — the local authority had to improvise small-change substitutes almost immediately. These tiny notes filled the gap left by hoarded and vanished coinage, a problem that afflicted both sides of the war simultaneously.
The official stamp was the only meaningful security measure available to a municipal printer under wartime conditions. Forgery was presumably a lesser concern than simply getting paper into circulation fast.
