Bashkija e Korçës — the municipality of Korçë — issued this fractional note as a purely local solution to a coin shortage that was endemic across Albania in the early 1920s, a period when no central bank yet existed and no Albanian national currency had been formally established. The franc-based denomination reflects the French administrative influence lingering from the period of French military occupation of Korçë between 1916 and 1920, when the city briefly operated as a French-protected enclave with its own autonomous character.

Municipal scrip of this kind from interwar Albania is genuinely rare in any grade — Korçë's issues were never reprinted, and the quantities originally produced were small by design.
