Grain ration coupons of this type were issued by municipal and county-level grain bureaus across China under the centralized rationing system administered by the Ministry of Grain. By 1991, that system was already in its terminal phase — national grain rationing was formally abolished in 1993 — making late-issue coupons like this one products of a bureaucracy winding down, still printing and distributing scrip for a program with only months of institutional life remaining.
Harbin's grain bureau coupons from this period are among the more perishable survivors of the system: printed cheaply, used quickly, and rarely retained.
