Miglianico is a small comune in the Chieti province whose local administration, like dozens of Italian municipalities in the late 1990s, issued silver euro-denomination pieces ahead of the official eurozone launch as a form of civic promotion and speculative collector bait. These were not legal tender in any functional sense — they circulated nowhere and were sold directly to collectors at a premium over melt. The 1999 date places this squarely in the anticipatory wave that followed the euro's January 1999 accounting-system introduction, before physical coins entered circulation in 2002.
