Elaiussa Sebaste, on the coast of Rough Cilicia, began as a simple island settlement before Augustus connected it to the mainland via a causeway and refounded it as a Roman city — the "Sebaste" suffix marking that Augustan patronage. Civic bronze issues from this transitional century reflect the city's gradual shift from Hellenistic autonomy toward Roman provincial alignment, a process that reshaped both its administration and its minting authority.
The SNG Levante and SNG France concordance narrows attribution considerably for this type, though Rough Cilicia's civic bronzes remain among the less systematically studied of the Asia Minor series.
