The Poznań mint operated under lease arrangements throughout much of the early seventeenth century, which created persistent quality control problems — the ternar was among the smallest silver denominations struck there, and the mint's lessees had every financial incentive to shave alloy fineness without detection. Sigismund III's reign saw repeated Sejm complaints about substandard small coinage flooding domestic markets, particularly from provincial mints like Poznań, where oversight from the royal mint administration in Kraków was weakest.
