Apollodotos II ruled a shrinking Indo-Greek territory in the Punjab during a period of sustained Scythian pressure from the northwest, and his coinage reflects a kingdom fighting to maintain administrative coherence under military strain. He was among the more prolific late Indo-Greek issuers — Bopearachchi catalogues numerous dies for his silver series — which suggests his mints remained functional even as territorial control contracted.

The Bop#3b attribution places this piece within a bilingual tradition, with Greek and Kharosthi scripts serving the kingdom's mixed administrative population. That dual-script convention was by this point two generations old, first systematized under Menander I.
