Teller training notes of this type were produced for internal use by provincial branches of the Agricultural Bank of China during the late reform period, when the bank was being restructured following its re-establishment in 1979. They were never legal tender and never intended to leave branch premises — printed to replicate the handling characteristics of circulating notes without introducing real currency risk during staff drills.
Liaoning Branch examples from this period surface occasionally in collector markets, having left circulation through the usual channels of retiring staff and discarded training materials. The Agricultural Bank's provincial branch system meant these were produced regionally, so design and print quality vary noticeably between branches.
