Makarios III occupied a uniquely awkward position in 1966 — simultaneously the Archbishop of the Autocephalous Church of Cyprus and the elected President of the Republic, a dual role that made him a target of both Greek junta hostility and EOKA-B militants. This coin was issued under his personal authority as head of state, not as a standard central bank emission, which explains the X# classification rather than a KM number.

The .9166 fineness matches the traditional British sovereign standard — a deliberate choice for a former Crown Colony that had gained independence only six years earlier.
