Charles Emmanuel I came to the Savoyard throne in 1580 and almost immediately faced the financial pressure of maintaining a state caught between French and Spanish spheres of influence. Billon coinages of this type were a practical concession to chronic silver shortages — the alloy kept small denominations in circulation without draining reserves. The "1er type" designation distinguishes it from later design revisions introduced as the duke's monetary administration evolved through the 1580s.
