The VIRT AVG reverse type was part of Hadrian's early programmatic coinage, a deliberate effort to project martial virtue at a moment when the new emperor was, in practice, dismantling Trajan's eastern conquests and withdrawing from Mesopotamia and Armenia. The tension between the message and the policy was not lost on contemporaries.
