The EXERCITVS GERMANICVS reverse belongs to Hadrian's celebrated "army series" of sestertii, struck to commemorate his extensive tour of the provincial legions between 121 and 134 AD. Hadrian personally addressed the troops at Mogontiacum (modern Mainz) in 122, and a surviving inscription records his speech praising the Upper German legions for their drills — an almost unprecedented gesture from a reigning emperor. These coins were not pay but prestige, likely distributed as donatives or retained as mementos by soldiers who had stood in formation before the emperor himself.
