Obverse description Central device consists of four crowned Cyrillic letters П (initial of Emperor Pavel), arranged symmetrically to form a cross, with the Roman numeral I at the center of the design. The denomination legend appears in the lower right field and the date in the lower left field. The overall composition is austere and monogram-driven, characteristic of Paul I's deliberate departure from portrait coinage.

Reverse description A square cartouche at center contains a four-line inscription drawn from Psalm 115:1, rendered in Church Slavonic Cyrillic, reading 'Not to us, not to us, but to Thy name.' The square frame is surrounded by elaborate ornamental foliate devices filling the field. Mintmaster and assayer initials С.М. Ф.Ц appear below the central cartouche, identifying the St. Petersburg Mint issue.
