Anna Ioannovna's accession in 1730 came with strings attached — the Supreme Privy Council presented her with "Conditions" designed to strip the monarch of independent authority. She publicly tore them up eight days after signing. The rubles struck under her reign were among the first to assert an unambiguous autocratic image after that reversal, and the St. Petersburg Mint operated under close court scrutiny throughout her reign as a result.
KM#192.2 distinguishes itself from the .1 variety by die differences in the reverse legend spacing — a detail that matters considerably to specialists working the Anna series.
