Wilmington's 1862 fractional scrip emerged from the same acute coin shortage that pushed municipalities, merchants, and railroads across the Union to issue their own small-denomination paper during the Civil War. Federal coinage had essentially vanished from circulation — hoarded by a public that trusted metal over paper as the war's outcome remained uncertain. The City of Wilmington was among the earlier municipal issuers to formalize this stopgap through official channels rather than leaving it to individual businesses.
The American Bank Note Company's Philadelphia facility handled the printing. This catalog entry describes a replica, not an original issue.
