Valerius Gratus served as prefect of Judaea from 15 to 26 CE — longer than any of his predecessors and immediately before Pontius Pilate. He appointed and removed four high priests in rapid succession, a power play that kept the Jerusalem priesthood politically off-balance throughout his tenure.
